Comments of the jury:

- The concept is interesting and well-conceived. It builds on research related to refugees’ challenges and support required at the onset of the emergency. While the projects seem feasible, it would have been relevant to add a component of preparedness related to potential natural disaster. The settlements are floating on the sea and any shock affecting the Mediterranean Sea may affect the population of the settlement. Socio economic dimension is taken into account to facilitate the gradual integration although initially the settlement is a self-contained island. Livestock are provided to sustain and provide basis for survival of households. Linkages with the local community can be built in should refugees decide to remain.

- Avoids competition for scarce land but -StarGate is isolated.

- Locating the settlement in the sea creates more social isolation. The proposal is too prescriptive with the number of people to make up each 'community' - this won't allow enough diversity for future changes.
