Comments of the jury:

- The concept is very well articulated and creative. The drawing/panel document is indeed clear and innovative. The rationale of temporariness and durability are integrated in a practical manner based on a phased approach. The graph describing a cycle of phases from A to G shows indeed an interesting evolution which should be factored in while planning temporary sites. The settlement results integrated in the environment, economy and socio-cultural life of the country. It is relevant that the concept is developed for refugees’ situation and beyond. Hence is free from any barrier or potential isolation of groups. Housing blocks are aggregated in 4 sectors maintaining a “community campus” at the center. The settlement planning strives to maintain the community activities core of the design while other services such as town hall, market building multi use hall etc.Integrated ecologies are embedded in the project: i.e. bio digester are installed to capture the nutrients of the human/animal waste and transformed into fertilizers.

- Correctly notes importance of private sector investment to grow an economy and has convincing lamination of refugee sector to livelihood & education sector.

- This entry seems to have 'checked all the boxes' but the figure 8 plan seems arbitrary and doesn't lend to a promising city scale.
