Comments of the jury:

- The concept is very practical and its rationale allows for a durable approach to city development re-using space and reinventing functions. The project is very well presented and include a consideration to socio-economic dynamics which will enable the refugees to contribute to the society. The project has a larger impact expanding from the area based approach to the country approach related to aging of population, utilization of dismissed areas, environmental impact of new settlement as well as financial contribution to the economy. It is well conceived while selecting a real site to develop the concept. It evolves from a concept of urban emergency fabric to a transition one gradually resulting into an urban sustainable integrated fabric.  The housing type is constituted by modules which are assembled based on the users’ type.  The modularity is an interesting concept which enables fast development while adaptation by the users over time. Well-conceived project.

- Strategic use of site selection to place refugees where they can solve problems and repopulate areas but - does not define character of urban life.

 

- Great potential to benefit both the refugees and the host community. Good context evaluation of the whole region to help define the chosen site and its design components.
